Contracts & Procurement
The City of Baytown follows a decentralized business model, with the Purchasing Division responsible for acquiring all non-construction goods and services for City departments. Construction and engineering-related procurements are managed by Public Works and Engineering with assistance from the Purchasing Division.
The City’s mission is to provide quality service to our internal customers and vendors by supporting processes that ensure timely, cost-effective, and high-quality contracts. Through accountability, integrity, and transparency, we strive to promote fair and open competition in all procurement activities.
With the State Comptroller’s Transparency Stars Program, an additional standard of excellence has been established to encourage local governments to make financial and contracting information easily accessible to the public. The City of Baytown is committed to meeting and exceeding these transparency standards by sharing detailed data and documents related to contracts and procurement.

Description of Summary Information
- Fiscal Year: The City’s fiscal year is from October 1st to September 30th.
- City-Wide: Totals include data from goods and services and construction and information is obtained from multiple departments.
- Expenditures: Totals include purchase order (PO) data for expenditures on goods and services including construction processed through the City’s Purchasing and Public Works and Engineering divisions.
- Bidding: Items in the bidding process include those items advertised for formal competitive procurement. This includes commodities and services, which are inclusive of construction.
- Contracting: The City’s contract terms are specific to the project being bid. There are certain contracts that span multiple fiscal years, such as annual supply/service contracts, construction contracts, and large technology contracts. Contracts include those items led by the Public Works and Engineering and goods and services led by the Purchasing division.
- Per Capita: The per capita amount is calculated by using the total on procurement and contracting activities divided by the population. As of fiscal year 2025, the population estimate was 86,004.
- Total Award: This is the amount of the successful bid or proposal as approved by Council after a formal solicitation.
- Total Authorized: The Authorized amount is the dollar value budgeted for procurements in the City. These values capture new bid/proposal procurements valued greater than $50,000 for the fiscal year represented. For graphs showing Authorizations versus Spend, the authorized amounts include not only new bid/proposal awards, but also contract renewals, cooperative contracts, and single source awards that are greater than $50,000.
- Effective September 1, 2025, Senate Bill 1173 raised the bidding threshold for governmental entities from $50k to $100k.
- Actual Expenditures: Actual expenditures as shown in the visualizations represent the expenditures for the awards of goods and services including construction that are subject to 252.021 - .0436.
