A Text Amendment to the Chapter 111, Unified Land Development Code (ULDC) of the Baytown Code of Ordinances to revise Division 2.3 Use Standards and Division 10.2 Definitions of the ULDC, regarding Short-Term Rentals (STRs) operation within residential and mixed-use zoning districts.

Background
The current ULDC allows short-term rentals within the City’s residential and mixed-use zoning districts, provided a Special Use Permit (SUP) is approved by the City Council. On December 11, 2025, staff presented the first SUP application for a short term rental to the City Council. The application was approved with conditions, allowing an existing single-family residence within the Suburban Residential (SR) zoning district to operate as a short-term rental. During the City Council meeting, staff was directed to conduct additional research on STRs and return with findings and recommendations for potential code amendments to improve the efficiency and regulation of STRs.
The proposed text amendment includes removing the SUP condition for short-term rentals within residential and mixed-use zoning districts and allowing the operation of STRs through a permit process within the same zoning districts.
